Smaller businesses have until 31 March 2027 to appoint an ASP and must go live on 1 July 2027. A PDF invoice sent by email will no longer meet the legal standard once your phase begins.

What is changing

The UAE is moving business invoicing onto a national, structured digital system. Invoices will be issued in a standard data format and exchanged through accredited providers on the Peppol network, with invoice data reported to the Federal Tax Authority. The framework is set by Ministerial Decision No. 243 of 2025 and the UAE Electronic Invoicing Guidelines.

Who is affected, and when

Group

Appoint an ASP by

E-invoicing mandatory from

Businesses with revenue of AED 50 million or more

30 October 2026

1 January 2027

Businesses with revenue below AED 50 million

31 March 2027

1 July 2027

Government entities

—

1 October 2027

The mandate covers business-to-business and business-to-government invoices. Sales to consumers are outside scope for now. Free zone businesses are generally in scope too, unless specifically excluded.

The Ministry of Finance extended the ASP deadline for large businesses from 31 July to 30 October 2026. The 1 January 2027 go-live date did not move.

Five steps to take this month

Confirm your phase. Check your annual revenue figure and which entities in your group are in scope.

Shortlist an ASP. Only providers accredited by the Ministry of Finance can be used.

Review your contracts. Supplier and customer agreements may need new invoicing, data-sharing and payment clauses.

Test your systems. Your accounting or ERP software must produce invoices in the required structured format.

Assign ownership. Name one person accountable across finance, IT and legal.

Where businesses get caught out

Many groups assume a free zone entity or a non-VAT-registered company is exempt. Others leave contract updates until after go-live, which creates disputes over invoice validity and payment timing.

This article is general information, not legal advice for your specific situation.
